The NICTA Board determines the levy that should be imposed on operator licensees for the Universal Access and Service Fund for each year. The Fund is used, amongst other things, to support the provision of telecommunications and other ICT services to locations in Papua New Guinea that are un-served and underserved and are not likely to attract commercial investment by operator licensees.
On May 26, 2017 the NICTA Board approved and authorised the draft UAS Levy Determination for 2017 to be issued for comment by operators and other interested parties. The Board took into consideration the Universal Access Board’s advice on this matter and the projects recommended to the Minister for approval.
NICTA has undertaken to the relevant operator licensees that they would be invited to comment on the imposition of the draft levy for 2017 before it is implemented, and is of the view that other stakeholders and members of the public should also be given the same opportunity to do so.
All written submissions should be submitted by email to: before noon Friday, September 8, 2017. Copies of the submissions received will be published on NICTA’s Public Register consistent with the requirements under subsection 229(3) of the Act. Any respondent that wishes to claim confidentiality over information that it submits should follow the procedures set out in the current guidelines on the submission of written comments to public consultations and public inquiries, which are also available from NICTA’s Public Register at www.nicta.gov.pg.
