Further to the notice published in the Post Courier on May 27, 2016 and in accordance with Sections 189 and 230 of the National ICT Act 2009 (the Act), stakeholders in the ICT industry and the general public are hereby advised that NICTA will now proceed with a public inquiry to determine the potential introduction of Mobile Number Portability (MNP) in Papua New Guinea.
As required under the Act, NICTA has today released the Consultation Paper and the Discussion Paper on MNP prepared by consultancy firm – Incyte Consultants. The Discussion Paper includes an analysis on the costs and benefits of implementing MNP and its impact on business operations and competition within the mobile market.
The inquiry is expected to be completed within a period of four (4) months, which commenced last Friday October 7, 2016 with the release of the Consultation and Discussion papers and the expected receipt of comments or submission to the papers before close of business Friday February 3, 2017. The two documents can be downloaded from the NICTA website: www.nicta.gov.pg
The inquiry will be paper-based (i.e. rely on written submissions and evidences will be accepted) and will not involve any public hearing.
The terms of reference for the inquiry remain the same as published on May 27, 2016, and can be obtained from the Public Register on the NICTA website.
A workshop will be held on Wednesday, October 19, 2016 at the Lamana Hotel to discuss the issues raised in the Consultation and Discussion papers and other MNP matters. Incyte Consultants will also attend the workshop.
