Licensing

Overview

As the statutory authority responsible for the oversight of Papua New Guinea’s information and communications technology sector, NICTA (National Information and Communications Technology Authority) serves as the nation’s primary licensing body. Established under the NICTA Act 2009, its mandate is to ensure the digital environment is managed through a transparent licensing framework that governs telecommunications, radio-communications, broadcasting and internet access. By issuing individual and class licenses, NICTA ensures that all service providers operate within a regulated structure that promotes fair competition, encourages infrastructure investment, and protects the interests of PNG citizens.
