In the ICT regulatory ecosystem, a Policy is the “North Star.” It is a high-level statement of intent, vision, and strategic goals issued by the Government (usually the Ministry or Cabinet) rather than the technical regulator.

While an Act is the legal engine, the Policy is the roadmap that explains where the country wants to go and why.
