In ICT regulation, a Declaration is a high-level public statement by a regulator or a Minister that officially “labels” a specific service, market, or technology as being subject to certain laws.
If an Act is the constitution and a Rule is the law, a Declaration is an “Official Proclamation” that activates those laws for a specific target.
