In the ICT regulatory framework, Regulations (often used interchangeably with “Rules” in many jurisdictions) are the secondary laws that provide the detailed “operating instructions” for the industry.

While the Act says “thou shalt not steal,” the Regulations explain exactly what defines digital theft, what the security standards are, and what the specific fine is for a breach.
