In ICT regulation, a “Rules” document (often simply called “Regulatory Rules” or “Regulations”) sits a step higher than a guideline. While a guideline tells you the “best way” to do something, a rules document tells you the “law” you must follow.
A rules document is a legally binding instrument that sets out mandatory requirements. Failure to comply with these usually results in immediate legal penalties, fines, or the revocation of an operating license.
