Who Are We?
The National Information and Communications Technology Authority (NICTA) is a government agency responsible for the regulation and licensing of Information Communication Technology (ICT) in Papua New Guinea.
NICTA regulates:
- broadcasting
- radio-communications
- telecommunications
NICTA was established on the 29th of October 2010, as the sole converged regulator and licensing authority of the ICT industry in PNG. This followed the adoption by the PNG Parliament in November 2009 of the National Information and Communications Technology Act 2009 (the NICT Act) and subsequent creation of the National Information and Communications Technology Authority or NICTA.
The aim of the Act is to ensure the ICT industry contributes meaningfully to the long-term economic and social development of PNG in line with national goals and directive principles and the basic social obligations of the constitution.
The Act also calls for the ICT industry to be regulated in a manner that promotes consumer welfare through an equal, transparent, technology neutral, timely and non-discriminatory measures.
NICTA works closely with all stakeholders while ensuring industry compliance with licence conditions, codes and standards.
NICTA also monitors the effects of regulations to ensure they are responsive to the wider community’s need
Our Responsibilities
Our Responsibilities include:
- Representing PNG’s communications interests internationally.
- Managing numbering resource and access to radio-frequency spectrum.
- Overseeing the performance of ICT licensees and ensuring compliance with the laws and regulations.
- Promoting consumer welfare and responsible use of ICT services.
- Ensuring timely resolution of compliance issues.
Our Board Members
NICTA is governed by a Board comprised of four (4) members which are the Chairman, two Non-Executive Members and the Chief Executive Officer as Ex-officio Member.
Our Mandate
The NICTA is an independent regulatory authority established through the NICTA Act 2009 (Act). NICTA is the primary regulator of the ICT industry in Papua New Guinea with specific focus on telecommunications, radiocommunications and broadcasting.
The functions and powers of NICTA are set out in Part II of the Act. The primary objective of the Act is to ensure that the ICT industry contributes to the greatest extent possible the long term economic and social development of Papua New Guinea.
Our Purpose
Our purpose is to advance the objective of the Act in relation to the development and availability of ICT services to meet the social, commercial, cultural and industrial needs of Papua New Guinea, and to facilitate the development of the industry through implementing the regulatory framework consistent with the regulatory principles set out in the Act.

Drawing from our mandate and purpose, we foresee all Papua New Guineans having access to affordable and high-quality ICT services.
Connectivity is a primary enabler of inclusivity. Therefore, affordable and accessible connectivity through ICTs will empower all persons in Papua New Guinea to connect and access ICT services both domestically and internationally, which will facilitate for an accelerated and more inclusive social and economic development process.

We will take the lead in regulating the ICT sector in Papua New Guinea whilst promoting strong and strategic partnerships with stakeholders.
We will foster a dynamic and progressive ICT environment, through efficient and effective regulation.
We will continue to review and develop a rigorous regulatory framework to serve as a platform for the delivery of reliable and affordable ICT services from which all segments of society can benefit.
