The National Information & Communications Technology Authority (NICTA) is the independent regulatory authority established under the NICTA Act 2009. NICTA is the primary regulator of the Information and Communications Technology (ICT) sector in Papua New Guinea, with a mandate covering telecommunications, radiocommunications, broadcasting and related services.

ECONOMICS, LICENSING & INTERNATIONAL AFFAIRS
Interconnection & Facilities Access Analyst
KEY RESPONSIBILITIES
- Assess and process interconnection and facility access applications.
- Conduct technical and feasibility assessments of network facilities.
- Coordinate with engineering teams, customers, contractors, and stakeholders.
- Prepare and maintain access agreements, reports, records, and documentation.
- Monitor applications for compliance, risks, timelines, and service requirements.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in engineering, telecommunications, IT, business, or related field.
- Relevant technical or industry certification is an advantage.
- Minimum seven (7) years’ experience in telecommunications, utilities, network infrastructure, interconnection, or facilities access.
- Experience in technical assessment, stakeholder coordination, reporting, and infrastructure/network management.
Senior Analyst – Competition
| KEY RESPONSIBILITIES – Analyze competition in telecommunications and digital markets. – Assess market dominance, pricing, market concentration and barriers to entry. – Conduct market reviews and competition assessments. – Advise on anti-competitive conduct and regulatory interventions. QUALIFICATIONS & EXPERIENCE • Bachelor’s degree in economics, Finance or a related field; a master’s degree is preferred. • Minimum seven (7) years’ experience in ICT/telecommunications competition, economics or regulation. • Strong knowledge of competition economics, market analysis and econometrics. |
Business Relations Officer
KEY RESPONSIBILITIES
- Manage relationships with ICT operators, licensees, businesses and stakeholders.
- Coordinate industry consultations, meetings and stakeholder engagement.
- Address industry concerns and facilitate communication with NICTA.
- Monitor ICT industry developments and provide stakeholder feedback to management.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in business, economics, communications, Management or a related field.
- Minimum seven (7) years’ experience in ICT business relations, stakeholder engagement, regulation or corporate affairs.
- Strong communication, negotiation and relationship-management skills.
ENFORCEMENT & CONSUMER AFFAIRS
Industry Standards Development Analyst
KEY RESPONSIBILITIES
- Develop and review ICT industry standards, guidelines and technical requirements.
- Analyse international standards and adapt them to PNG’s ICT environment.
- Consult with operators, industry and technical stakeholders on standards.
- Monitor compliance and recommend improvements to ICT standards.• Prepare standards, reports, briefs and regulatory recommendations.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in ICT, Telecommunications, Engineering, Law, Public Policy or a related field.
- Minimum three (3) years’ experience in ICT standards, telecommunications, technology or regulation.
- Knowledge of ICT standards, international standards frameworks and telecommunications technologies.
Policy & Regulatory Analyst
KEY RESPONSIBILITIES
- Analyse and develop ICT policies, regulations and regulatory frameworks.
- Conduct research on telecommunications and digital-sector issues.
- Review legislation, regulations and regulatory proposals.
- Assess the economic and regulatory impact of proposed policies.• Prepare policy briefs, reports and recommendations for management.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in economics, law, public policy, ICT, Telecommunications or a related field.
- Minimum two to three (2–3) years’ experience in ICT policy research, regulatory analysis, consumer protection law, ICT, economics or public administration.
- Strong policy analysis, research, report-writing and stakeholder consultation skills.
